"Health care" insurance executives deal in making profit off of death on a massive scale. One more death, even of their own class, was never going to change their behavior. They are more insulated and have less awareness than the European royalty of a few centuries ago, some of whom occasionally did change their behavior after assassinations.
This is the point of the legal system in a democracy. Properly used, the rich and powerful can legally be forced to obey laws that are in the public interest. Of course an ignorant and apathetic electorate won't be able to keep such a legal system for long.
