2. City of Detroit owns and runs it. Privateers want it.

The state has a hack agreement for an emergency manager from the state, the state run by Republicans, the city run by DINOs the populous always voting Democratic.

The emergency manager law will come up on election day. It's hold is now contested and tenuous. Even the agreement is contestable.

They want to break that union. That would be good preparation for letting some rich people to own it someday soon.
