I live in a very small city of about 11,000 in upstate NY on the St Lawrence River. A Chinese man and his partners have purchased a small college, a former nursing home, a restaurant and numerous houses and land. He is going to be starting a school for Chinese students to come and learn English so that they can go to colleges in the US. He is going to also be building numerous homes for their parents. He is spending millions of dollars on all of this. Many of us are not sure what exactly is going on or why anyone would want this area. We are not a prosperous city by any means. We are "one step away from Canada". Just seems odd that he would want this area.
