Obama is NOT doing exactly what Bush did.

Under Bush they spied on anyone that they wanted to, without a subpoena or probable cause - Bushes folks were actually 'spying'.

Under Obama the NSA has to file a request (and show probable cause) with the FISA Court and get approval each time they want to search the meta-database for specific information for each phone number.
