7. How do I get these people to cover the graffiti in my area?

B/C 99.9% of it is hideous.

I bought some cans of paint that I use to cover any local graffiti with the original wall color. I got a laugh when a local store owner commented that he keeps getting freshly painted squares on the side on his building.
