It takes place outside his home in Brooklyn. First all you'll see for about 12 minutes is a lot of neighbors standing around. DeBlasio and family come out of home at at 12:29 min. The ceremonial inauguration with Clinton tomorrow, also outdoors, is at City Hall at Noon.
