It looks like the situation has been resolved, and they are now allowing her to do the piece.

Received this response from Deputy Commissioner Caryn Gresham:

"We look forward to Grace Pritt performing a poem of her choice at the Governor's Arts Award ceremony on Thursday, March 13. The Division of Culture and History's Arts Director is clarifying this with Grace. In the past, the student who delivered a poem as a representative of Poetry Out Loud at this program recited poems from the national Poetry Out Loud anthology that they performed at past competition. This was not, however, a requirement for this performance. "
