This killer Officer is essentially a white overseer of what they consider "Black Animals"...the town sustains itself by endlessly fining and arresting the Black citizens and squeezing money off the blacks...the good Officer then retires at night to a LILY WHITE suburb....seems like I saw that in Gone with Wind...
