I do not belive even SS was doing it as regulary - as this police offices do it - mostly becouse before World War two - SS was seen as "Political warriors" and guards to protect the political leadership in Nazi-Germay - the order police - or the regular police was more capable of doing this things than SS - who untill World War two - had some limits to its duties - it was not untill late in the 1930s- that membership in SS was one of the instrument way of getting promotion in the order police - Many regular police officers was member of either S.A - at least untill 1934 - after that SS kind won the war between S.A and SS - and it was some of prestige to be able to be a member of SS - it was just the elite who was shoosen for beeing member of SS...

Under World War two on the other hand - SS was able to emulate a lot of power - as SS and SD more and more grab into the regular duties of the order police - in 1943-44 Heinrich Himmler, with his lautnants was in fact leader of all police in Germany - and also in the occupied territories in both West and East...
