It could be - but we see many of the same action movies here in Norway - And even then the police are not doing as many police officers are doing it in the US.... I wounder if the most important reason for the difference is because of the education the police have in Norway - it is a 3 year university level education - where they learn a lot about how to handle things on a "Low-level" way - and where they also is educated about what they are able to do - and not to do...

And for the most part - they do follow the rules - and the ones who do not - is for the most part punished accordingly... I doubt a police officer in Norway would have been able to shoot an unarmed man - in daylight like in Ferguson - and not been arrested and put in a cell awaiting trial for murder... Properly rather difficult as a weapon is not part of the uniform - even if police do have weapon in the police cruiser - but have to been allowed to use it from the local department - as it is strict guidelines to when use a weapon at all... And it is a hell of a paperwork after an incident where weapon are used I am been told - everything must be on paper....
