8. There is always context - as in when and where it was said

It doesn't mean that it is exculpatory. If you don't know the context, it is fine to say just that. I asked because I don't know - and not knowing, I suspect that it was said with other comments that change the meaning because otherwise it would have been a big story. As it wasn't, it's a case of the dog not barking - that makes me suspicious.
