I don't think that's what the poster was saying.

Perhaps this is a good breakdown:

A.) People who vote Republican are generally stupid assholes (I'll go along with that )
B.) This ad features a guy with tattoos and a beard insinuating that people with beards and tattoos vote Republican
C.) Therefore, the poster correctly pointed out that it isn't impressive that even people with beards and tattoos can be stupid assholes.

I don't think that the poster was insinuating that people with tattoos and beards were stupid assholes. Just that Republicans are and they can look like anything and still be stupid assholes.
