2. The problem the Pope faceso . . .

. . . Is that during the course of the 35 years that comprised sister papacies of John Paul II and Benedict XVI, both popes made a point, as vacancies arose in the episcopacy, to appoint replacements with hardline, reactionary conservatives like themselves. AND they made a point to choose relatively young men to fill those positions, thus ensuring institutional inertia for many years to come, regardless of any more enlightened pope that may come along.
