That said, I never claimed that our Constitution mandated a winner-take-all system. It doesn't do so explicitly, but it does set up that system through the constitutional Electoral College, making this winner-take-all system a political reality unless we get rid of the Electoral College by amending the Constitution - and I wouldn't hold my breath of that ever happening.
