Plus the fact that the cameras were still working after the shockwave hit indicates there was no EMP. However, if enough flammable stuff were ignited all at once, a fireball like that would seem a likely result.
Also, for the Lost In Translation file; Let's not assume that 'vacant' = 'abandoned' when it could just as easily mean 'nobody working at night', or 'temporarily shut down due to shelling'.

Not an ammo dump. A very big tank of something highly flammable. My bet would be gasoline.

There was a huge explosion much like this after a Ukrainian ballistic missile attack late last year

Per LOCAL reports, it was the Ukrainians taking out lots of Russian missiles.
