It doesn't always involve bribery or personal gain. And the gain doesn't have to be monetary (see: lying on a police report to get revenge)

Is English your second language? I'm asking because sometimes it takes longer to pick up on nuance.

Sure, the video in the op demonstrates many things (assault, battery, denial of civil rights under color of law, police brutality) but corruption, especially when a sworn police report is involved, is an apt description.
