1. It's not the beer companies, it's the wholesalers

Most states have set up a three tier alcohol distribution system that specifically prohibits the manufacturers from telling the wholesalers or retailers what they can and can't do with the product. It would actually be illegal for Budweiser to have prevented it's beer from being sold in the towns along the border with the tribe.
