2. Whether or not the US was an impediment is still playing out

The 'high ambition coalition' in my view is an attempt to weaken whatever possible teeth were left within the formal COP21 agreement, weak as it is/was. Composed of the EU, the US, (not Canada, yet) and the coerced and the bribed, the coalition is outside the formal framework, and like the COP 21 provides no legal mechanisms to enforce reductions in emissions, temperature controls or funds to help the developing world respond to crises generated by climate change.
