Most cities older than 1970 or so uses this stuff, since they have the cast pipes and lead solder. How much does this stuff cost? In Flint's case it would come out to $9000 for a 3 month supply. That is right- only 9 thousand dollars. They are not foregoing the use of this to save money. They want a catastrophe so they can say "public works are broken, we have to have private industry 'save' us". They are purposely injuring and killing people in order to privatize something that should never be privatized.
