there remains the problem of her allowing the meeting with Bill because that indicates she doesn't seem to recognize how these boundaries are supposed to work. This tarmac meeting casts doubt on her legal and political awareness of such appearances of conflict, altogether. For all we know she should have recused herself long ago.
It's an impossibly tangled thing now. Even if Hillary is never indicted, this adds to the narrative of the Clintons being untrustable, always breaking the rules etc. It's sure not helpful.
