There is also an abundance of shale oil located under Golan Heights(?sp)
Most likely why 45 has decided adding more "settlements" is not a good idea right now....
I am sure Israel will need to pony up access - Tillerson can facilitate the extraction - in exchange for US / Russia support of any Israel /Palestine resolution.
