When everything blows all to shit up in their faces in the future, they can blame everything on tRump and pretend that they were just being good soldiers to make his policy agenda items come to pass. They are stalling for as long as they feel they can and hope that the any little thing will distract the citizens of this country away from everything. I don't know what will happen next, but this shitgibbon isn't going to change and it almost appears to me that part of the "stall" technique might just involve revelations that might come out of the Manafort indictments, which may ensnare tRump and the Justice Department will effectively take care of the problem of tRump for them. In other words, maybe they're waiting for the other shoe to drop so to speak.
