Schneiderman, the AG from New York, has had a hard on for Trump since 2013 when he filed suit against him for the ridiculous "Trump University" scam. Trump had some very unkind words for Schneiderman, and there's been extremely bad blood between the two ever since. Schneiderman hates con-men, and people from the "ruling class" who abuse their position and power. Since Trump's prime residence is in New York, everything he's done before, during, and after his campaign falls within Scneiderman's purview. Mueller knows Trump would pardon himself, thus setting up a Constitutional crisis that could be tied up for quite some time. Trump CAN'T pardon himself from crimes committed in New York State, so the investigation may conclude that charges against Trump (and his key allies) would be better off being filed in New York, rather than in Federal Court.

Trump IS going to pay for his transgressions, in one place or another. His days of flouting the law are over. He's been giving law enforcement the finger his entire life, and now that bill has FINALLY come due. He WILL pay!
