My impression has always been that there were many in our intelligence services who knew all or most key details, but opted not to act.

Perhaps they felt this would be a unique opportunity to conduct a field experiment of sorts - i.e. how would Putin use a U.S. puppet if he could ever get it into the Oval Office. Who knows.
