He starts writing while the constituent is making his statement (and I doubt if he was taking notes!). Then he turns his back on him and starts fucking around with the screen!

Clearly, two-thirds of the time he's either writing or messing with the screen!

Was he actually listening to him or just preparing his next Koch-approved talking point?

What an ass!
