I also heard about that in another context regarding bonds between two elements in a large group. Create a bond, one by one, between randomly chosen elements and it won't just be a linear growth. At one point, there will suddenly come a point when almost all of the elements are somehow connected with each other in a large network. It's an interesting phenomenon and there could indeed be a tipping point when too many people are affected by gun violence that the majority becomes too overwhelming.
Unfortunately, lobbying groups like the NRA don't care whether the positions they peddle are opposed by 90+% of the population. In fact, that is one reason why they have to lobby for these positions. It is their members that have to come around because their leadership won't.
