2. I don't believe that you have to change the 2nd amendment

I think all that is required at this point is for Congress to pass legislation that defines the term "firearm" and either override a possible veto or get the President to sign such a bill.

I would personally not have a problem with "firearm" to be defined as those weapons available to the people at the time the 2nd amendment was passed to be defined as what the founding fathers intended.

All other weapons could either be outright denied, just as we do with most military hardware today or allowed with strict scrutiny ( extensive background checks, smart triggers, periodic training and licensing, etc )
