Seems like pretty much a b***h, but if the rules of the park says no charcoal, they shouldn't be using charcoal to grill there, that's straight-forward. It's not real difficult to understand why using a charcoal grill on top of GRASS ... is maybe not the best idea. Granted it's green and therefore unlikely to catch fire, but it can still get burnt and damaged.

Now ... *I'd* never call the cops on someone for it, no matter what color, race, etc. But some people are just busy-bodies ... doesn't necessarily mean this woman must be 'racist' simply because she's white, and the scofflaw renegade Quers ... are not.

I don't subscribe to the 'anytime a white calls the police on a non-white, it must be because they are racists' ... if the non-white is actually breaking the law, I require addt'l evidence before asserting 'racism'. But that's just me.

Feel free to flame away, but personally I'd rather save my outrage for cases where I can more positively assert 'racism', otherwise I feel like I'm crying wolf.

She's definitely a super-lame person though ... in serious need of 'a life' it would appear.
