That is kind of the point. There is a definite affinity by law enforcement and the military towards fascism because that elevates these organizations status in society. Good leaders recognize this tendency and try to fight against it (think Eisenhower for example). These are necessary and important organizations in our society and many members are conscientious public servants, but some are not.
