It means that the laws of the United States reward an individual for cheating to become President by making him immune from prosecution and potentially able to pardon co-conspirators, or possibly, himself.

How could anyone, regardless of political party, support such a system? It would be an outright admission that one can commit any crime to become President, and just as long as you win, you can't be prosecuted. Nobody is for this.
