So, are you saying it's the fault of the host countries? Are they treating refugees badly? And implied in your post, these host countries have a conspiratorial plot to make the refugees into terrorists?

If you, on the other hand, want to simply say they have not been given the opportunity to integrate, I think you don't have to look further than the closer backyard of indigenous people's 'reserves'. So not without precedence.

You could also legitimately say that the AA population was segregated by credit and loan policies of the country to keep them from integrating.
