1. Loyalty must first be pledged before requests for medical supplies are fulfilled. Pledges must be multiple, and believably sincere.

2. Pledge loyalty enough, and Pence will take calls.

3. Act nice enough when Pence takes calls, and Pence might fulfill governors' requests.

4. What have you got to lose? Your citizens! Census! Votes! State taxes!
