We absolutely must have some minimal standards elected officials must meet for any office nation-wide.

When I worked for Wells Fargo, they rigorously tested every employee on the company's policies regarding ethics and corporate responsibility. If you didn't pass those tests, you were subject to termination.

Back in the day, i even had to pass comprehensive skills testing just to get a lousy temp job. I don't think it's unreasonable for anyone running for an elected office to pass some level of constitutional legal, moral and ethical understanding in order to get on a ballot. In this way, we could glean the chaff from the wheat.
