4. "Ideas must be tested."

Let's look at what can happen when ideas are tested. Trickle down economics was an idea which was tested. It failed miserably. It failed consistently for FORTY YEARS. I'm not sure testing ideas is the best way to accomplish progress in a nation where - I won't say no one, but way too few people - are even capable of understanding the results of the testing. And even fewer care but would rather vote their hatred.

I would, however, be open to testing the idea that the United States would be a far better place to live if ALL Americans were well educated, not just for a vocation,, but for citizenship. Provided such a test weould last for at least forty years.
