3. Can you tell more about the 2nd bill of rights and the tie to 1964?

I've only recently (past 2-3 years) begun to learn about the 2nd bill of rights proposed by FDR. I thought the idea died with him.
Sad it is never taught in schools. I had 5 years of "american history" in junior high, high school and college and it was never mentioned. Must be that famous "liberal bias" again.
