4. Where does the elections office get the names and addresses?

Post secondary schools, may require a birth certificate or drivers license that required a birth certificate.

Public Assistance office, oh boy, do the ever require birth certificates on every one.

States may vary but if the local elections office can pull up your name and address they are using reliable sources.
