Although I hope a Democrat is still in the White House after 2024 - whether it's Biden or someone else - that's not guaranteed. Likewise, it's not guaranteed that Democrats will control the Senate after 2022. For now, there isn't much McConnell can do to block a nominee - Republicans have already gone nuclear on Supreme Court nominees (Gorsuch won with 54 votes, and Kavanaugh by only 50), so the filibuster isn't an issue with this, and he can't prevent the Judiciary Committee from holding hearings.

If Breyer wants to maximize the chances he'll be replaced by a Biden appointee, this is the time.
