any place at that time that was considered US ground. The American consulate who issued my papers, passport, etc. were pretty specific about the laws and made sure my parents indoctrinated me into the specifics as well as many other children born to Americans in that same country then as well. We all got the same instruction. The rules are pretty specific as to what they are.
