25. While a fact is the truth...

... a judgement based on the fact is an opinion, and if that opinion is not warranted may be considered a smear.

"Corrupt" is a judgement, and a harsh one. If he did something illegal, was charged, and convicted, I would move it towards the fact category. As it stands now, its a smear.
