It will do nothing to stop Putin. What it does do is put into place legal cover for other, more critical options, and it also implicates his cronies by association. It denies Putin protection from extradition. If he dies by a foreign attack or assassin, this exonerates the assassin.

These are legal terms with legal ramifications.
