I was helping her wrangle three preschoolers when a weenie wagger jumped out. The acquaintance just pointed and asked him if he called that silly little thing a penis. The kids giggled. He ran. Cops were not called.

I don't know what the escalation rate is for these guys, but I would imagine it's quite low. It does happen, though, so it needs to be taken seriously if they're frequent offenders.

This guy seems like he's one who might escalate the behavior.
