8. We all know that. Now how do we get 2/3 of both House and 3/4 of the states to do it.

Or 2/3 of the states in a constitutional convention and then 3/4 of the states voting for it. As far as the National Popular Vote Interstate Compact, if it ever gets enough states, Congress will have to agree to it under Article I Section 10 clause 3 of the Constitution. Even then, I am sure it will end up in The Supreme Court.
