President Ford pardoned former president Nixon for crimes he may have committed despite Nixon not havIng been arrested.
I would thinK Trump could have made a public statement instructing everyone in the capitol buIldiNg or on the grounds on January 6 to send their ID information to him so he could issue each a pardon before he left office. He chose to not pardon his followers.
