They can issue a report and can refer to a regular grand jury to do that.

The special grand grand jury in Atlanta that has been investigating whether then-President Donald Trump and his allies committed any crimes while trying to overturn his 2020 election loss in Georgia has finished its work.

Fulton County Superior Court Judge Robert McBurney, who was overseeing the panel, issued an order Monday dissolving the special grand jury. The order says the grand jurors completed a final report and that a majority of the county's superior court judges voted to dissolve the special grand jury.

"The Court thanks the grand jurors for their dedication, professionalism, and significant commitment of time and attention to this important matter," the order said. "It was no small sacrifice to serve."The end of the special grand jury moves the investigation one step closer to possible criminal charges against Trump and others.

Special grand juries in Georgia cannot issue indictments but instead can issue a final report recommending actions to be taken. It is then up to the district attorney to decide whether to seek an indictment from a regular grand jury.

Am not sure why those guys on ROF haven't researched this. I do know too that a number of top tier people resisted (in court) testifying, and that pushed the date back for completion (e.g., the bullshit excuses from Ghouliani and Graham), but ultimately the courts decided in Willis' favor and they did testify. Am glad to see that they are done and have what they have.
