3. I don't think he said "only" Christians should make the laws

He wanted a country where they make the laws, but that could take many forms, including people electing representatives who are Christians, which is unlikely, but could have been almost true in the 18 and 19th centuries.

But then we don't know how he thinks the non Christians, if they are in the country, should be treated.
