The music on that album is what had made them "The Who." Between Tommy and Quadrophenia, I prefer Tommy. Its message was clear, while Quadrophenia was very ambiguous. Townshend says he left it up to the listener to determine whether Jimmy drowned or not. In due respect, I think Pete just didn't know how to end the story. The two albums are both excellent musically.
