Horizontal and Vertical Alignment of the Curriculum based on the State approved curriculum objectives is what should be assessed. Instead the set up for failure, in my opinion, is a first step to privatization. Privatized education, instead of a community based curriculum sociology presented to the State Education Agency for approval, is the business world's alternative. The State Education Agency is also responsibility for guiding the implementation of Special Education Modification and Section 504 Accommodations as mentioned in the video.

The Local School District, with the State Education Agency, is responsible for Child Find, Early Childhood Education, Rehabilitation under Section 504, and Special Education under IDEA as well as General Education.
