21. I recently was transferring ownership of a car to my daughter

at the DMV in Santa Barbara. Arrived early and was 6th person in the door at opening time. No clerks appeared until ten minutes later. Then there were only two, a man and a woman. The woman pretty much got right to work. The man.....forget it. He decided his chair needed adjusting and he spent a full 20 minutes fiddling with the height and armrests. I took photos to document this incedible waste of time. Then he took another 10 minutes staring at his computer screen before he finally waited on someone. A full 40 minutes after opening, he hadn't helped a single person. By the time my number was called by the woman, I had put in a full hour and was beyond pissed. My transaction took 2 minutes. Ridiculous.
