The outside thingie is called the condensing unit and, when running properly, you should hear two things running. The compressor and the fan. If neither of these things are running, it is because they are not getting electricity. This could be as simple as a blown fuse. or even a turned off disconnect switch at the unit itself.
Do you have ANY mechanical experience at all? Any tools? Access to an ohm meter?
Even if your only mechanical experience is sharpening a pencil, we can check on a few things and maybe get lucky.
Assuming your A/C was installed properly, somewhere on or very near your condensing unit is a box that can be opened called the disconnect. It may have a lever on the side that directly turns on the power to the unit. See if you can find that but don't play with it just yet. PM me and I will try to walk you through this. I can even send you pictures so you know what to look for.
Unless you tell me you are fairly mechanically competent we will just try the simple things but they are the first things any competent A/C tech would look at and you would be surprised at how often it turns out to be something simple, especially when nothing is working at all.
