People froze to death without heat. Often, the ones who were behind in payments were seniors on fixed incomes who were balancing higher winter utility payments with the costs of expensive meds. Or they were younger people just too poor to afford the higher bills in winter.
There is also a "code blue" heated shelter system here for homeless people when temps get below freezing.
